"Left to Die" after Hurricane Katrina

Recently there has been a lot of racial inequality issues arising, but people say it started all the way back to Hurricane Katrina.  Bush stated then that "the storm doesn't discriminate and neither will the recovery effort.  Lewis, a high school student, thought she would be returning to school the next day but rather than that, she woke up surrounded by water.  Many people went on to their rooftop to be picked up.  "You didn't have to check the color of peoples skin to airlift people off the roof" but the majority of people left to die were black.  The big question is, though, is was this done on purpose or just a coincidence.
